libgnome-speech-dev software package provides GNOME text-to-speech library (development headers), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgnome-speech-dev
libgnome-speech-dev is installed in your system.
Make ensure the libgnome-speech-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgnome-speech-dev *
You will get with libgnome-speech-dev package name, version, architecture and description in a table
